What is this lady thinking? Maybe she hasn't noticed and she's easily distracted... Oooh do those people have Starbucks??

A plastic bag on a kids head and those people just walk by like it's nothing? It's bad enough the "mom" is right there, but why aren't the other people saying anything??? This is exactly why I shop Target and Publix and avoid WalMart at all times!
